Organizational Development Specialist
Oxford Policy Management (OPM) is seeking an experienced Organizational Development Specialist-Level-II to lead the anticipated USAID/India EVAL ME II Accelerating the U.S.-India Partnership Platform (APP) five year contract.
About the Program:
The purpose of the Advancing the U.S.-India Partnership Platform (APP) activity is to support USAID/India staff and stakeholders to be more efficient, effective, transparent and skilled in achieving planned development outcomes. Through the use of evidence, performance management techniques, and Collaborating Learning and Adapting (CLA) approaches, the Mission will advance goals mutually defined in cooperation with the Government of India (GOI) and the regional partner governments. This support platform will contribute to the development of a state-of-the-art Mission-wide monitoring and evaluation regime and advance the USAID/India Country Development Cooperation Strategy (CDCS), its projects and activities, by providing design, monitoring, evaluation, assessment, and learning, and organizational development services. The APP Activity will be a central Mission platform for integrating CLA throughout the design and implementation of USAID/India’s activities and ensuring that development activities funded by USAID/India achieve their intended results through strong performance management.
Position Description:
Organizational development interventions will primarily aim to strengthen USAID India capacity to lead and manage programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities. Under the supervision of the Chief of Party, the Organizational Development Specialist will develop and execute the delivery of organizational change, management support processes relevant to the achievement of the Mission’s strategic plan and implementing the Country Development Cooperation Strategy (CDCS).
The Organizational Development Specialist will be well versed in USAID’s CLA experience and adept in employing tools and skills to advance organizational learning and adaptation.
Responsibilities:
Identifying priorities and goals for organizational development
- Conduct performance and knowledge gap analyses of the Mission offices and portfolios.
- Carry out assessments and diagnostics to help USAID teams gain a greater awareness of their performance, management, and strategy development.
- Support the development of the OD agenda for USAID and its implementing partners.
- Identify short- and long-term goals for improving performance in consultation with leadership of selected technical offices.
- Develop, carry out as well as monitor short- and long-range development strategies and plans for selected sectors and offices. Make regular reports to USAID and other stakeholders (technical office leadership) as directed.
Integrating CLA approaches
- The senior level manager shall lead the organizational development and performance improvement activities to enhance and supplement USAID’s CLA practices
- Use USAID’s CLA tools, CLA learning and related resources to help Mission staff to deepen their CLA practice.
- Provide recommendations on how USAID can improve their systems or structures, utilize CLA to more effectively carry out the goals of the CDCS and assist the Mission in operationalizing these recommendations.
- Examine synergies of the Mission’s various support contracts and recommend ways to maximize resources and results.
- Support the building of OD and CLA capacities of implementing partners.
- Engage as technical expert on various tasks as appropriate.
- Facilitate capture and dissemination of findings and lessons learned.
Improving collaboration and ways of working
- Use diagnostic tools to help identify priorities and gaps in implementing, capacity, coordination, or business processes.
- Employ profiling tools (e.g. Insights Discovery, StrengthsFinder) to provide USAID staff a deeper appreciation of their work styles and in order to improve collaboration.
- Coordinate with Senior Communications and Knowledge Management Officer to ensure that organizational and professional development tools are managed and used/disseminated effectively.
- Provide coaching and mentorship to help USAID staff work more collaboratively and better fulfil their individual, team, and Mission-wide goals.
- Facilitate the Mission’s knowledge and understanding of cutting-edge organizational development research so that staff are making informed choices in deciding on approaches and strategies.
- Effectively communicate progress on organizational development project deliverables to USAID India.
Minimum Qualifications:
The candidate must possess the following qualifications.
- 12 years of professional experience in organizational development or adult learning using state-of-the art diagnostic methodologies and participatory approaches, including mentoring and coaching.
- Experience in MEL programming will be preferred additionally.
- Master’s degree in business administration/change management, organizational development, organizational behavior or related degree.
- Proven USAID and external stakeholder relations, team leadership, and strategic management skills.
- Familiarity with USAID’s CLA practice and prior experience working on USAID-funded activities.
- Experience with various types of assessment tools including 360-degree assessments, StrengthsFinder 2.0, TKI, Leadership Circle, MBTI, DiSC, and Insights Discovery is preferred.
- Professional proficiency in spoken and written English.?
- Exceptional presentation, communication (verbal and written), facilitation, and consensus-building skills.
- Must have relevant experience working in India.?
- Willingness to live and work in Delhi for the duration of the contract.
